How & when to sow:

All three herbs can be grown indoors all year long on a sunny windowsill, so a garden is not essential. If you're growing outside, sow seeds indoors in the spring and plant outside in a container or bed when large enough. Alternatively, you can sow seeds directly in the ground in late spring / early summer after the last frost.
